The Opportunity

As part of our plan to secure a low-carbon energy future, EDF’s Nuclear New Build (NNB) team is leading an ambitious programme to build a fleet of safe, reliable nuclear power stations in the UK, focussed on two new nuclear power stations, the first since Sizewell B in 1995. The first station is under construction at Hinkley Point C (HPC) in Somerset, and NNB’s ambition is to build a second at Sizewell C (SZC) in Suffolk. The SZC project is currently in the development phase, with UK public policy; financing; commercial and construction arrangements being established. The intention is to begin construction of the project at the end of 2022.

The Supply Chain directorate ensures ‘best value’ contractual arrangements between SZC and its supply chain aligned to the project delivery model, reflecting a fair balance of risk and promoting ‘Best for Project’ behaviours, decisions and outcomes.

The Role
As Supply Chain Manager you will be providing support to the procurement process during the contract creation phase (pre-award) including assessing the scope, duration and expected value of each of the contracts against the budget and defining the commercial requirements of a contract. A large part of this is to effectively carry over lessons learned and operational experience from the HPC team based in the South West. You will also participate in the commercial review of the technical and commercial requirements ensuring that the specifications and commercial terms of the contract including; Scope of Works, Required Services, Planning, Safety and Quality Standards, Internal Governance Approval, etc. are aligned across the project, ensuring that the commercial terms will allow effective contract administration.

With a focus on the Mechanical, Electrical and HVAC (MEH) programme scope, you will be responsible for ITT preparation, evaluation and negotiation, ensuring that selected tenders are compliant with the scope and commercial requirements, including:
• Providing stakeholder management across the project
• Managing Supplier / Contractor commercial relationships and engagement
• Implementing progress and dashboard reporting, preparation of contract specific progress reports and reporting
• Maintaining procurement and contract commercial files and records
• Interfacing with Legal team on conditions of contract issues and non-disclosure agreements
• Ensuring that the strategy for collaborative working is followed in the procurement phase
• Development of ITT/RFQ packages including; technical, commercial, legal documentation
• Ensuring lessons learnt from HPC are captured and implemented in SZC procurement strategy and delivery models

The Skills
To be successful in the role you will demonstrate:
• Effective commercial / contract management skills, with clear knowledge of best practice contract methodologies
• A track record of administering successful contracts
• Understanding of contract performance measurement, risk management and change and claim management
• Good commercial skills and ability to make sound decisions on matters of financial value
• Good negotiating, influencing and communication skills to command professional respect at all levels
• Familiarity with most common Forms of Contract (NEC & FIDIC) used in major construction programmes
• Knowledge of UK Law and its impact upon the contract and commercial function
• Good understanding of the UK regulatory framework.

Desirable:
• Progressing to full membership of the RICS / CICES / IOB
• Educated to relevant degree level
• Familiar with the nuclear site licence conditions and the nuclear baseline philosophy
